Yes, a sound card is required to run Personal Companion. Without a sound card, Personal Companion does not have access to the appropriate drivers and CODECs required for evaluating and converting audio files.
To test whether or not your computer is configured with an appropriate sound card driver run Windows Sound Recorder generally found in Start->Programs->Accessories->Entertainment. If you are able to record and playback a test audio file then it should be okay for Personal Companion.
